			<content:encoded><![CDATA[<p>Not too long ago the “Greening of America” was just an idea.  Now, it’s a government mandate.  The latest requirements for new construction may just cause the cost of new homes for sale in Carlsbad, California and around the nation to rise.</p>
<p>In December, the Environmental Protection Agency (EPA) announced <a title="new stormwater management" href="http://www.epa.gov/oaintrnt/stormwater/index.htm" target="_blank">new stormwater management</a> requirements for new construction.  These new requirements have the National Home Builder’s Association (NAHB) up in arms. In a news release posted on the NAHB website, the Chairman said the <a title="new housing regulations are unrealistic" href="http://www.nahb.org/news_details.aspx?sectionID=148&amp;newsID=10074" target="_blank">new housing regulations are unrealistic</a>.</p>
<p>It all comes down to stormwater. When it rains, water hits the ground and seeps into it. In most cases, that water is absorbed and filtered by the ground, and then replenishes the world’s water supply. Not so in developed areas, where pavement and roofing, among other man-made surfaces, prevent the water from being absorbed.</p>
<p>The remaining water becomes runoff, which, according to the EPA, damages the infrastructure of surrounding development, causes downstream flooding and bank erosion. In addition, the water carries pollutants, which are carried into streams and water supplies. The new regulations have a strict limit on pollutants in stormwater, as well as requiring that the stormwater has little to no soil or sediment in it.</p>
<p>While less pollution is a fantastic idea, NAHB says something is missing – such as understanding soil differences. Certain types of soil absorb water better, reducing the amount of run off, while other types of soil produce a naturally high amount of sediment. The cost for homebuilders to meet these regulations can be expensive – an expense that will be passed on to those looking for newly built homes for sale in Carlsbad, California.</p>
<p>The EPA has done some wonderful things for environmental protection, such as the Clean Air Act (CAA) and the <a title="resource conservation and recovery act" href="http://www.epa.gov/lawsregs/laws/rcra.html" target="_blank">Resource Conservation and Recovery Act</a> (RCRA), that already affect construction costs. However, for newly built homes for sale in Carlsbad, California, this new stormwater requirement may end up not only being impossible to keep but impossible to pay for.</p>

<p>The <a title="$8,000 tax credit" href="http://www.irs.gov/newsroom/article/0,,id=204671,00.html" target="_blank">$8,000 tax credit</a> first time buyers are eligible for expires November 30, 2009. Buyers that otherwise may have stood on the side lines are rushing to find the home of their dreams in time for the closing to happen before the deadline. Thanks to that deadline, one out of three homes for sale are getting that coveted “Sold” sign.</p>
<p><strong>So why should buyers beware?</strong><br />
If you’re holding off for a better time to buy one of the homes for sale in Carlsbad, California, you might never see it! <a title="Mortgage interest rates" href="http://www.mortgage101.com/articles/dailyratesurvey.asp" target="_blank">Mortgage interest rates</a> are at a historical low; housing prices are also much lower than they have been.</p>
<p>The tax credit is another excellent reason. If you’re a first-time buyer and close the deal before November 30, you get a 10% credit on the purchase price. That percentage caps out at $8,000. What can you do in a new house with $8,000?</p>
<p>Many buyers are looking at foreclosures, due to lower costs. While the foreclosures may not be in the best condition, the tax credit has helped them <a title="make repairs" href="http://www.hometips.com/" target="_blank">make repairs</a> without taking a huge bite out of their wallet. You may have a foreclosure with $15,000 off the initial price and $7,000 in needed repairs. If you receive the full $8,000 tax credit, you actually end up saving $16,000!</p>
<p>So, if you’re honestly looking for a home to buy, go ahead. Take your time; make sure it’s a home you want. However, don’t take too long, because the homes for sale in Carlsbad, California are rapidly disappearing. Take advantage of the tax credit and the number of possibilities!</p>

			<content:encoded><![CDATA[<p>When the temperature soars there is a dramatic difference between the inland temperatures and San Diego North County Coast due to the cooling affects of the ocean. The ability to live in homes close to the beach where the temperature is milder affords comfort in Del Mar, Solana Beach,Carlsbad, Encinitas or Oceanside.</p>
<p>My favorite beach is Moonlight beach in Encinitas. There are lots of families, kids frolicking in the water and surfers. After a day at the beach we head south to our favoite very casual mexican restaurant  Las Olas for a good meal.<br />
Twenty years ago I used to live in San Fernando Valley which I visited during the last weekend . I forgot how hot it gets there. The car indicator showed 106 degrees. Very unpleasant. This was just a reminder why I enjoy living in Carlsbad.</p>
<p>Yes, home prices are higher here by the beach but it affords a lifestyle that is envied by most people across the U.S.</p>

The builder had used staging in this home as the model for the Avocet development, I saw a pick up in activities of buyers.<br />
Most buyers were looking for a home for themselves that represented good value.<br />
I also met buyers who were looking for an investment property  in a good area also of a good value, where the price did not matter as long as it cash flowed. Since I have an experience in hand on property management for the last twelve years, I can assist them in selling homes that are not positive cash flow and exchanging through 1031 exchange to a positive cash flow properties that are great value.</p>
